The Research Grants Council (RGC) is Hong Kong’s primary research grant funder.The Research Grants Council (RGC) is responsible for the competitive grant system. The RGC was established in 1991 with the objective of building up research capability in Hong Kong. It is responsible for the distribution of research funding through competitive grants, as well as for advising the Government of Hong Kong, through the University Grants Committee (UGC), on the needs of Hong Kong’s higher education institutions in terms of academic research. Shortlisted applications, subject to their areas of studies, will be reviewed by one of the following two Selection Panels comprising experts in the relevant board areas:

For awardees who need more than three years to complete the PhD degree, additional support may be provided by the funded universities.

- Applicants should demonstrate outstanding qualities of academic performance, research ability, potential, communication and interpersonal skills, and leadership abilities.
- hold a higher degree by research (or equivalent qualification) from a recognised university, hold a taught Master’s degree (or equivalent qualification) from a recognised university or hold a Bachelor’s degree with first class honours (or equivalent qualification) from a recognised university.
- Applicants from non-English speaking universities are required to attach their TOEFL or IELTS score results with their PhD applications.
- It is required by the laws of Hong Kong that any person who wants to study in Hong Kong must obtain a student visa or an entry permit for study( according to the Immigration Department).
To apply for a student visa:
- The applicant should nominate a local sponsor who can be the educational institution granting the acceptance for admission or an individual over 18 years old living in Hong Kong.
- Students who wish to seek visa sponsorship from the University should complete and submit the Request for Visa Sponsorship from here.

This opportunity covers:
- An annual stipend of approximately US$38,600.
- A conference and research-related travel allowance of approximately US$1,600 per year.
- The RGC does not charge any application fee for the HKPFS. However, universities may charge application or other processing fees.

First Step: Eligible candidates should first make an Initial Application online through the Hong Kong PhD Fellowship Scheme Electronic System (HKPFSES) to obtain an HKPFS Reference Number here.
(Before you make the initial application you are required to read the Explanatory Notes).
Second Step: After the applicants receives the HKPFS Reference Number through their email, they are required to provide the following:
- Official certificates and transcripts of academic qualifications.
- Certificates of professional qualifications.
- Publication record.
- International English language tests results.
- A research proposal for applications to some Colleges/Schools.
Third Step: Applicants should submit full applications for their selected PhD programmes to the proposed universities quoting their HKPFS Reference Number before the universities’ respective deadlines.
